According to Tom Ellis, the pilot born out of the pilot's concept during his interview on the Rich Eisen show. Initially, the show was about Lucifer making deals with desperate / despicable people to obtain favors from them later. But after seeing how well the show operates as a police operation and the possible stories that could emerge from it, the show was redesigned after the pilot.
